University’s funding model in connection with the reform of higher education financing

At the request of Tallinn University, Finantsakadeemia analysed the scope and distribution of budget funds in connection with the funding reform of higher education. We participated in the work of the educational funding team of Tallinn University and helped them develop principles for the distribution of budget in the new system. In the course of the analysis, a financial model was developed for the distribution of budget funds among the institutes of Tallinn University, which helped to assess different funding scenarios.

Cost-benefit analysis of the Competence Centre for Clinical Sexology

In cooperation with the Estonian Advice Centre, Finantsakadeemia performed an analysis for the establishment of the Competence Centre for Clinical Sexology in Estonia. Finantsakadeemia was in charge of performing financial analysis and analysing funding options. The contracting entity was the Ministry of Social Affairs

In connection with the development of the functional development plan and the service-based strategy of Viljandi Hospital, Finantsakadeemia prepared a financial model for the hospital. The work was performed in cooperation with OÜ HealthIN.

The analysis of the economic impact of the Energy Sector Development Plan

Finantsakadeemia prepared the assessment of the economic impact of the Development Plan of the Energy Sector 2030. A financial model was designed that integrated inputs received from different experts of the energy sector’s workgroups and the impact of proposed measures was assessed within the input-output framework. Finantsakadeemia acted as the project manager and engaged specialists from different institutions in the project team. The contracting entity was the Government Office with the Estonian Development Fund and the Ministry of Economic Affairs and Communications. The analysis of the use of resources in pharmacies

At the request of the Association of Estonian Pharmacies, Finantsakadeemia performed an analysis of the use and sufficiency of resources in the Estonian pharmacy sector from the financial and economic perspective. The analysis mapped the resources of pharmacies, the problems in their use and the causes of the problems. The aim of the engagement was to identify the most optimal use of resources in the pharmacy sector as whole and separately in urban area pharmacies.

The analysis of the competitiveness of the shipping sector

Within the programme for the enhancement of the competitiveness of the Estonian shipping sector, Finantsakadeemia performed a financial analysis. The engagement included the development of the methodology for the calculation of competitive tax rates for the taxation of the companies and labour force in the shipping and related industries. Another task was to analyse the wider economic impact of tax package and scenarios. The model enabled us to present assessments with regard to the changes in GDP, employment rate and the balance of foreign trade. The contracting entity was the Development Fund together with the Estonian Maritime Administration.

The methodology for cost-benefit analysis in the water sector

In cooperation with Väärtusinsener OÜ, Finantsakadeemia developed the methodology for the cost-benefit analysis of water industry projects within the new programming period (2014-2020) and prepared a financial model template for analysis. The methodology is currently used for submitting applications for support. The contracting entity was the Environmental Investment Centre.

Assessment of the economic impact of the Biomethane Development Programme

Finantsakadeemia prepared the assessment of economic impact for the Estonian Biomethane Development Programme. We developed a model for the calculation of economic impact that makes it possible to measure the economic impact of the production and sales of biomethane and to assess the relevant impact on GDP, employment and foreign trade in Estonia. The contracting entity was the Estonian Development Fund.

Analysis of the economic effects of climate policy

At the request of the Ministry of the Environment and the Estonian Development Fund, the Academy of Finance analyzed the economic impacts of the implementation of the development document “Fundamentals of Climate Policy (RDP) until 2050”. The methodology used to assess the economic impacts was mainly based on the input-output framework of the national economy.

Analysis of the financial guarantee for the closure of landfills

The Ministry of the Environment commissioned the study “Analysis of the calculation, collection and storage of the amount of financial security for landfills”. The aim of the study is to develop proposals for changes in the principles for calculating, collecting and maintaining the financial security of landfills in order to ensure that the obligations of operators are met during the closure and after-care period of landfills.

Analysis of the added value of using wood

The analysis commissioned by the Private Forest Centre provides a comprehensive overview of the connections between Estonian logging and timber use with the most important macroeconomic indicators. The analysis was performed by the primary activities related to wood: forestry, wood industry and paper industry.

Analysis of private forest management cover income

The research work was the fourth consecutive work analysing the profitability of private forest management, ie the income from cover, commissioned by the Private Forest Centre. With the help of margin calculations, it can be compared the profitability of different products and plan the income.

Forest taxation survey

The survey was commissioned by the Estonian Forest and Wood Industry Association. The contracting authority sought opportunities to increase the contribution of the forest and timber sector to Estonian value added and tax revenues, and to increase the cultivation of productive and viable forests and their diverse and efficient use. In connection with this, the study analysed the possibilities of changing the Estonian tax system to ensure the competitiveness and sustainability of the forest and wood industry sector.

Analysis of the impact of bioenergy sustainability requirements

The Academy of Finance led a project team, which, at the request of the Government Office, studied the impact of implementing the Bioenergy Sustainability System. The aim of the contracting authority was to assess the economic impact of possible measures for the sustainable use of bioenergy on the forestry and energy sectors.

Analysis of more cost-effective climate action

The study was commissioned by the Environmental Investment Centre in cooperation with the Ministry of the Environment, the Ministry of Rural Affairs, the Ministry of Economic Affairs and Communications and the Ministry of Finance. The aim of the study was to identify the measures that are the most cost-effective and socio-economically favourable for reducing Estonia’s greenhouse gas emissions in 2021 to 2030.

The analysis was commissioned by the Estonian Forest and Wood Industry Association in connection with proposals to allow the use of specially labelled diesel fuel in forestry activities.

As subcontractor to the Tallinn Centre of the Stockholm Environmental Institute, Finantsakadeemia performed an analysis of the impact of the emission limits set within the framework of the climate policy to the selected sectors – assembly, transport, manure management, bioenergy.

Review of the activity-based costing model

Together with KPMG Baltics AS, Finantsakadeemia, at the request of the Ministry of Economic Affairs and Communications, conducted an analysis of the justification of Optiva’s activity-based cost model and an assessment of the impact of policy changes.

Together with OÜ Baltic ID, Finantsakadeemia analysed the sustainability and efficiency of the activities of disabled people’s organizations. The clients of the work were the Ministry of Social Affairs and the Estonian Disabled People’s Fund.

Analysis of energy efficiency measures

Finantsakadeemia, together with subcontractors, conducted a study in connection with energy saving measures in the Estonian energy sector. The work was commissioned by the Ministry of Economic Affairs and Communications and was initiated in connection with the transposition of the European Union Energy Efficiency Directive 2012/27 / EU and the Energy Union Management Framework Regulation.
